Job Summary

The GIS/Business Analytics Administrator serves as the City of Sequim’s primary technical resource for spatial and data-driven work. Under the general supervision of the Information Technology Director, this role serves as the primary subject matter expert and citywide resource for GIS and business analytics.  The GIS/Business Analytics Administrator combines technical expertise with creative problem-solving to power smarter decisions across every department, from mapping stormwater infrastructure to building public-facing dashboards to help employees and the public engage with City data.

Think of this role as part cartographer, part data scientist, part city innovator. The successful candidate will support the City’s enterprise GIS platforms, guide cross-departmental data initiatives, and mentor colleagues across the organization in geospatial tools and workflows. This position focuses on integrating systems, driving efficiency, and championing emerging technologies, including Artificial Intelligence (AI) and machine learning, to show what a small city can do with big ideas. SALARY RANGE: $35.73-42.61 per hour. Per the Collective Bargaining Agreement, new hires will start in the lower part of the range.

This position is eligible for longevity pay, which entitles the employee to a 2% pay increase for every five years employed at the City, to a maximum of 8% after 20+ years.  Taking these numbers into account, the salary for this position could ultimately range from $35.73-46.02 per hour, with the upper pay appropriate for an employee who had 20+ years of longevity with the City of Sequim.

Essential Duties and Responsibilities

GIS Administration & Spatial Data Management

  • Maintain and administer Enterprise GIS systems, ensuring platform stability, performance, and security.
  • Ensure the accuracy, accessibility, and consistency of spatial data and maps to support planning, permitting, asset management, emergency response, and field operations.
  • Manage citywide utility data (stormwater, sewer, water, streets, signs, etc.) from diverse sources including GPS/survey and digital/hard copy formats.
  • Perform quality control procedures to maintain GIS database integrity; update and reconcile GIS data with asset management software (Cartegraph) using the ESRI platform.
  • Update and track changes to as-built maps; create maps using spatial database engines.
  • Conduct field verification, surveys, and occasional fieldwork to collect primary data, verify geospatial information, or support off-site users and City property connections.
  • Support integration of GIS with other City systems including asset management (Cartegraph), permitting platforms, SCADA, and other operational tools.
Web Applications, Visualization & Public Engagement
  • Develop and maintain GIS web applications and interactive public tools to enhance transparency, community input, and engagement in City planning and infrastructure projects.
  • Compose and update maps and visualizations in collaboration with City departments, including custom requests, quality assurance outputs, and presentations.
  • Support Department of Community and Economic Development needs in zoning, land use, transportation, and environmental planning through map creation and spatial analysis.
  • Build and maintain web applications using ESRI software tools (ArcGIS Online, Field Maps, Story Maps, Portal, etc.) as directed.
Business Analytics, Data Integration & Reporting
  • Design and conduct data and software analysis to support strategic decision-making for internal stakeholders and public-facing initiatives.
  • Assist in developing and maintaining the City’s data warehouse; create dashboards, maps, reports, and visualizations to communicate actionable insights.
  • Collaborate with IT staff and vendors to integrate data from GIS, enterprise systems, and external sources using APIs, ETL processes, and data analytics platforms (e.g., Power BI, Tableau, ArcGIS Dashboards).
  • Acquire data from various sources to expand and enrich the City’s GIS database for mapping and analytics projects.
  • Prepare written documentation including technical reports, process guides, and geoprocessing scripts; assist in troubleshooting and user support.
AI, Emerging Technology & Innovation
  • Explore and implement AI and machine learning applications to improve spatial data classification, automate analysis workflows, and enhance decision support capabilities.
  • Leverage AI technologies for pattern recognition and predictive modeling within GIS platforms, continuously evaluating new tools for operational value.
  • Research developments and trends in GIS and data analytics; make recommendations for adopting new systems and technologies to create efficiencies and improve City operations.
Leadership, Collaboration & Cross-Department Support
  • Serve as a key technical resource for GIS and data analytics, providing guidance and training to staff across departments; develop user guides and deliver one-on-one and group training to support effective use of GIS tools and data.
  • Build and maintain partnerships with internal departments (Public Works, Community Development, Police, Administration) and external agencies, consultants, and regional partners to advance integrated GIS and data capabilities.
  • Research emerging technologies and operational challenges; recommend and support adoption of new systems, tools, and best practices to keep the City innovative.
  • Respond to emergencies as needed; participate in response planning, staffing, and coordination.
  • Maintain timely, consistent in-person attendance to support the work of the team.
  • Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Technical Knowledge
  • Proficiency in ESRI ArcGIS products: ArcGIS Pro, ArcGIS Online, Portal administration, Field Maps, Story Maps, and related tools.
  • Knowledge of Geography, Cartography, and GIS theories, principles, and best practices; use of GIS mapping software and geometric networks for utility data management.
  • Proficiency in SQL, Python scripting, and ModelBuilder for automation, geoprocessing, and spatial analysis.
  • Knowledge of business intelligence and data analytics tools (Power BI, Tableau, ArcGIS Dashboards) for spatial and non-spatial visualization and reporting.
  • Understanding of data warehouse concepts and integration of GIS with enterprise systems via APIs and ETL processes.
  • Familiarity with AI/ML tools applied to GIS (e.g., predictive analysis, automated classification, pattern recognition).
  • Knowledge of asset management and work order systems (e.g., Cartegraph).
  • Proficiency in standard office software including word processing, spreadsheet, and database applications.
Skills & Abilities
  • Ability to prepare a variety of technical documents, reports, and maps with strong attention to cartographic principles and the ability to document procedures.
  • Ability to collaborate and form partnerships with other departments, agencies, and municipalities to develop GIS capabilities and integrated land information systems.
  • Ability to apply problem-solving, logic, and reasoning to determine solutions and approaches to technical and operational challenges.
  • Ability to communicate effectively, both verbally and in writing, to a wide variety of audiences with tact, courtesy, and respect.
  • Ability to organize, prioritize, and perform duties independently while managing a high volume of quality work, meeting deadlines, and improving department efficiency.
  • Skill in learning and applying emerging AI tools to enhance work quality and create efficiencies.
  • Ability to maintain confidentiality and discretion regarding sensitive information.
  • Ability to work both independently and as part of a team; handle interruptions and balance routine workload with special assignments.

Minimum Qualifications

College degree in GIS, geography, geospatial science, information systems, computer science, engineering, urban planning, data analytics, business administration, or a closely related field and two (2) years of related experience.

Desired Qualifications: Experience supporting municipal or utility GIS systems, asset management systems, permitting platforms, enterprise data systems, dashboard/reporting tools, or ESRI-based web applications is preferred but not required. 

Licenses and Certifications:

  • Valid Washington State driver’s license, or ability to obtain within six (6) months of hire.
  • Relevant GIS, ESRI, analytics, or related technical certifications is desirable.

Equivalent combinations of education, training, certifications, and directly related experience may be considered.
